A total of 691 candidates received invitations, In the first Quebec Expression of Interest draw held on 4th July 2019 while in the latest draw of 2019 held on 17th December, 220 candidates received invitations.

Since the Quebec Expression of Interest system came into being, a total 2062 have been issued so far. The Invitations were issued for two types of candidates.

  • One is those who are already in Quebec, but had their applications quashed as part of the Quebec immigration rules reforms.
  • The second is candidates with a job offer. (While those candidates with a job offer received 449 invitations through four Arrima draws, those who had their earlier applications quashed received 1613 invitations through five draws.)

The candidates who had their applications quashed were supposed to file a declaration of interest before December 17, 2019. In the draws held through the Quebec Expression of Interest system, the province has given priority to these candidates.

Having Quebec already issued a high number of invitations in 2019 after the Quebec Expression of Interest system through Arrima, it is expected that the system would remain upbeat in the current year also. In the nine draws held in 2019, more than 2000 invitations were issued through Arrima, the Expression of Interest system for the Quebec Skilled Worker Program. The system started issuing invitations in July 2019, almost one year after it was opened for candidates to submit profiles in the Expression of Interest bank. During this one year, the Government of Quebec cancelled thousands of applications submitted through the old system to Quebec Skilled Worker Program.

In 2020, Quebec is most likely to invite candidates based on their general profile. Further, it is expected that invitations would be issued to an increased number of candidates in a broader range through the Quebec Expression of Interest system. Quebec immigration authorities may also specify certain skills or occupations in the criteria for the future draws, it is assumed.

The Quebec Expression of Interest System is similar to the Canadian Federal Express Entry System and is also referred by the name Quebec Express Entry System. The Quebec Expression of Interest System has been brought in to practice since the 2nd of August ensuring the processing time to be completed within 12 months after getting an invitation from Quebec ministry. The Quebec Expression of Interest System is a way of determining the eligibility of individuals who have applied to migrate to Quebec under the Quebec Skilled Worker Program. Earlier, Quebec used a first-come, first-serve method to process Quebec Skilled Worker Applications after which the applicants were selected to migrate to Quebec.Quebec Expression Of Interest system works in Different steps.

An individual who is aged 18 or above becomes eligible to migrate to Quebec under the QSWP by submitting a profile under the Quebec Expression of Interest System. The applicant’s profile will then be assessed, and he/she should meet the minimum required score in order to proceed to the next step of the process.

Once the applicant meets the specified criteria and gets selected, he/she will be invited to apply for a Quebec Selection Certificate. The applicant will have to apply for the Quebec Selection Certificate within a time span of 90 days.

Once the applicant receives a Quebec Selection Certificate, he/she becomes eligible to apply for a Canadian Permanent Resident Visa. The Federal Government of Canada at this stage assesses the medical & criminal records of the applicant and once when everything is clear, the applicant receives a Canadian Permanent Visa.

The Quebec Skilled Worker Program is purely based on a system based on points. The candidate must meet the minimum required points in order to be eligible. Documents Required for Application

The applicant need not have to provide any documents during the initial moment of the application submission. When the MIDI is ready to process the candidate’s application, he/she should send the documents mentioned in the personalized documentation checklist which will be provided by the MIDI.

An applicant who is married can either submit his application as a family or as a single applicant. If the applicant wishes to include his/her children then parental permission is definitely required from the non-accompanying spouse.
